On Tuesday, September 24, 2002, the Tallahassee City Commission and the Leon County Board of County Commissioners gave final approval to the Welaunee Critical Area Plan. With support from the local governments' staff as well as a wide range of neighborhood and citizen groups, the city and county commissioners adopted the plan as an amendment to the Tallahassee-Leon County Comprehensive Plan so it will guide future growth and development of the Toe and Heel through the year 2020.

Before granting final approval, the elected officials added several new policies to address transportation-related issues that were earlier raised by the Florida Department of Community Affairs (DCA). DCA, which is the state land planning agency, will now review the critical area plan as adopted to determine whether it is in compliance with state law. DCA's determination on this issue is expected by mid-December.
